The other criteria to recommend a school action based on co-location seems to broad and vague, and it seems like the Board can just unilaterally make this decision for no good reason, which take us back to the previous administration's lack of transparency and the resulting fallout.
It would be much better to propose defined criteria that would help specify the conditions for a co-location (i.e. utilization under 33%, declining enrollment, etc.).
